Radar is a completely active detection method by actively transmitting microwave signals and receiving and processing target echo signals for imaging, recognition, tracking and early warning. Compared with the photoelectric Camera CCTV system, although the radar imaging is relatively abstract and lacks details, the radar has the outstanding advantages of long distance, all-weather, all-round and multi-target. The working distance of the radar can be as far as 40-50km, or even farther, depending on the radar sight distance determined by the installation height; at the same time, the X-band microwave signal is less affected by rain, fog and haze; 360 ° panoramic high-speed scanning, far beyond the camera's pan tilt speed; in addition, the radar can capture and track hundreds of targets in the scanning range at the same time, far beyond CCTV can only achieve single target Monitoring and tracking of the target. Compared with the AIS system of the automatic collision avoidance system, the radar independent detection does not depend on the working condition of the target's AIS system, especially for some ships that intentionally shut down the AIS and engage in illegal activities, the radar is more reliable for this part of supervision.

Therefore, the integrated radar, CCTV and AIS multi-sensor target fusion tracking is undoubtedly a more reliable and safe shore-based surveillance and early warning detection scheme.
